The representations for increasing our yearly subsidy were based particularly on the section dealing with ophthalmic services outside the schools. In all our discussions with the Health department, the Chief Secretary, the Treasurer, and the High Commissioner, we stressed the unfairness shown particularly in this service, that whilst the Government renders us no assistance whatever, the Arab quarters are benefiting to the full. Much to our regret the Government decided not to render us any financial assistance in this service during this year. Our request for a £P.500 yearly subsidy for medical treatment for consumptives has also been refused, the reason given being that the Government had not yet started on a general campaign against consumption and could therefore render us no assistance apart from its share in the Safed Hospital. For medical services in schools and for child treatment the small increase of £P. 250 was granted. The total subsidy to the Vaad Leumi for the coming financial year will therefore amount to <£P. 4,500. With regard to grants for the construction of hospitals the following were given £P. 1,300 for constructing doctors' quarters in the Emek Hospital (making a total of £P. 4,300 together with the previous grant), and £P. 4,300 for building the Sick Fund Hospital near Petach-Tikvah. No grant was made for building a sanatorium for consumptives. The total sum to be assigned to the Vaad-Leumi in the coming financial year will therefore amount to £P. 10,100. The negotiations with the Government regarding financial assistance in constructing the Rothschild Hospital on Mount Scopus were conducted directly by the University administration and the Hadassah authorities in consultation with us and with the Political Department of the Jewish Agency. The sum allocated for this purpose, £P. 5,000, was later increased to £P. 6,200. C.—The Hadassah Medical Organisation. 11. The transfer of the hospitals in Tel-Aviv and Haifa to their respective communities and the transfer of the medical stations in the colonies to the National Sick Fund have relieved the management of a number of responsibilities and more attention could consequently be devoted to the plan for improving and enlarging of the Hadassah central hospital in Jerusalem and to preventive services throughout the country. A special problem that occupied the minds of the management was the creation of posts for scientists and members of the medical profession amongst the German refugees. Seven doctors found employment in various Hadassah and subsidiary institutions, making a total of twenty-one since 1933. 417 27
