C. LABOUR. I.—Labour Relations. (1) In order to strengthen Jewish labour in all branches of Jewish economic life in town and country, to secure suitable labour conditions for the Jewish labourer with due regard to the developing economic position, to ensure a satisfactory labour contract, to guarantee an equitable division of labour among all Jewish workers of Palestine, and to prevent conflicts, competition and internal strife among the workers and their organisations, The General Council regards it as a vital necessity to introduce a system of labour contracts into Palestine, whereby regular labour relations shall be restored between employers and employees on the one hand, and between the workers among themselves on the other hand. The arrangements between employers and employees shall be based upon the following principles : (a) Suitable labour conditions for the workers and a satisfactory labour contract; (b) An obligatory board of arbitration, whose authority shall be valid for the entire period of the agreement, whose decisions shall be binding upon all parties, and before which all conflicts between the parties to the agreement during the period of the agreement shall be brought; (c) The establishment on a basis of parity of joint Labour Bureaux of the employers and employees. The latter shall participate in the bureau as compact groups and act in accordance with the decisions which each group adopts for itself. The Chairman and Secretary of the Labour Bureau shall be appointed by agreement between the two parties. If the two parties do not come to any agreement the appointments shall be made by the Central Labour Bureau of the Vaad Leumi. (d) The Central Labour Bureau of the Vaad Leumi, which has supervision over the joint Labour Bureaux, shall consist as to one-third each of employees, of employers and of persons appointed jointly by both. The agreements made between the organisations of the workers shall be based upon the following principles : (a) Equitable division of work among all Jews in search of employment in a definite rotation without discrimination as regards views and party membership; 7i
