II.—Composition of the Palestine Office Commissions. (1) The General Council confirms the instructions of the Immigration Department of the Jewish Agency concerning the Palestine Office in accordance with the circular of September 5th, 1933. (2) The representative of the Chaluz Organisations shall be elected for each Congress period by all the Chaluz Organisations according to the number of their members undergoing training. The representative elected shall take part in the Palestine Office Commission with the right to vote on all questions. III.—Approval of the Immigration Certificates. The General Council adopts the following decisions with regard to the approval of the certificates for the various categories of immigrants :— (1) In approving the immigration certificates for the individual categories those candidates shall be preferred who (other conditions being the same) understand Hebrew, and have worked for or contributed to the national Funds (K.H. and K.K.L.). (2) Chaluzim. (a) In accordance with the decisions of the 18th Congress the distribution of immigration certificates for Chaluzim shall be according to the number of members of the Chaluz Organisations in the training centres (Hachshara Kibbuzim). In order to determine the number of Chaluzim undergoing training the Palestine Offices shall carry out a census of the training centres at the beginning of each year. (b) The census shall comprise only those Chaluzim who are in training centres and who were members of a Chaluz Organisation, or of a Youth Association, at least one year before entering upon their training. (c) In the census only members of the training centres who have passed their eighteenth year shall be included. (d) Those Chaluzim who are registered in the lists submitted by the Chaluz Organisations as undergoing training, but who are found actually not to be in training centres, lose the right for one year of entering Palestine on the basis of the immigration certificates of the Jewish Agency. (3) Technical Workers. (a) In accordance with the Congress decision, the following belong to the category of technical workers : (1) Workers trained in a special trade, (2) artisans, and (3) small manufacturers. In every certificate period the Palestine Offices shall carry out the distribution of the certificates between the three afore-mentioned groups in accordance with the decisions of the Immigration Department of the Jewish Agency. (b) A preferential right for technical workers to receive certificates shall be accorded to those workers and artisans trained in a special trade who have already been organised for at least one year in Zionist organisations for cultural training, the study of the Hebrew language and the recruiting of their members for work on behalf of the Funds (Keren Hayesod and the Keren Kayemeth Leisrael). (c) The Palestine Office Commission shall watch over the activity of the organisations of technical workers and artisans, and propose to the Immigration Department of the Jewish Agency those organisations for approval that have existed for at least one year and are qualified to receive the right to propose candidates for immigration. (d) It shall be required of the immigrants of the category " small manufacturers," that they shall bring to Palestine the sum of £150 in cash or in tools to enable them to be embodied in their particular trade. 70
