(b) Joint guarantee of suitable labour conditions; (c) Establishment of general Labour Bureaux of all workers in all places where there is no joint Labour Bureaux. (2) The General Council instructs the Executive, in conjunction with the Executive of the Vaad Leumi, to continue the discussion of the details and the negotiations with the parties concerned with a view to reaching an agreement on those questions also in which there are still differences of opinion in the Commission—the question of the right of proportional election to the Labour Bureaux of the workers, and the question of the representation of the workers on the Central Labour Bureau. The General Council instructs the Executive to adopt all possible measures to accelerate the conclusion of the agreements and makes it incumbent upon all members of Zionist parties to further the conclusion of the agreements. (3) The General Council issues an unconditional prohibition of all provocative and violent acts in the Palestinian Yishuv and in Zionist circles outside Palestine, from whatever side they may come, and makes it incumbent upon the Zionist authorities to adopt all means at their disposal against them. II.—Jewish Labour. (1) The General Council views with concern the danger that threatens the position of Jewish labour in Palestine in general and in Jewish agriculture in particular. This phenomenon undermines the foundation of the structure of a Jewish Palestine and removes the ground from under the feet of the immigrants. The General Council therefore makes it incumbent upon all members and parties of the Zionist Organisation to make every effort to safeguard Jewish labour in all branches of Jewish economic life. (2) The General Council has received with particular interest the report of the delegation sent by it to Kfar Saba, consisting of the Rev. J. K. Goldbloom, Dr. Silberschein and Rabbi Dr. Nurock. The General Council notes with deep concern that a breach has been made in the fabric of Jewish labour erected with so much effort and sacrifice in the settlements of the Sharon. This breach, which has become evident in certain plantations in Kfar Saba, is calculated to shake one of the principal foundations of our national work of reconstruction and undermines our continued struggle for the enlargement of Palestine immigration. The General Council appeals to the settlers of Kfar Saba who, in conjunction with their comrades in the rest of the Sharon, have hitherto adhered to the experiment of exclusively Jewish labour and have set the whole of the Palestinian Yishuv an example by their fidelity to this vital principle, not to lend a hand to this work of destruction. In the name of the entire Zionist movement, the General Council demands from them the unconditional and restricted return to Jewish labour. The General Council regards the complete safeguarding of Jewish labour as a primary and integral duty The fate of Jewish labour determines the fate of our national future in Palestine. The General Council sends its greetings to all those who hold fast to Jewish labour and who fight for it. The General Council instructs the Executive, in conjunction with the Vaad Leumi, to elect a Commission which shall negotiate with the factors concerned regarding the settlement of the various disputes and the satisfaction of the just demands of both sides, in order that the principle of Jewish labour shall be maintained intact, including the work of picking, and peace shall again be restored in the settlements. D. OBSERVANCE OF THE SABBATH. (1) The General Council welcomes the decision of the Assefat Hanivcharim (Elected Assembly) of Palestinian Jewry regarding the issue of regulations whereby the Sabbath is recognised as a public day of rest, as well as the decision of the Zionist Executive and of the Boards of the Keren Hayesod and the Keren Kayemeth to insert in all agreements of the Funds 72
