E.—Negotiations with the Revisionists. 20. In pursuance of its measures to bring about a friendly understanding between the Zionist parties and a diminution of party conflicts the Executive in the winter of 1934 also conducted negotiations with the Revisionists. It addressed an invitation to the World Union on September 21st, 1934, on the basis of which discussions took place in London on October 8th and 9th, at which the Executive was represented by Mr. Ben Gurion, Dr. Brodetsky and Mr. B. Locker and the Revisionists by Mr. S. Jacoby and Dr. M. Schwartzmann. These discussions were continued by a detailed exchange of views between Mr. Ben Gurion and Mr. V. Jabotinsky, which was brought about through the mediation of Mr. P. Rutenberg. 21. On the basis of these negotiations, the following agreement was concluded on October 26th, 1934, regarding the elimination of inadmissible methods of party conflict. (a) Without infringing the freedom of discussion and criticism within the Zionist movement, all parties undertake to refrain from means of party warfare which are outside the limits of political and ideological discussion, and which are not in conformity with the moral principles of Zionism and civilised conduct. (b) All parties shall issue appeals to their members forbidding acts of terror and violence in any shape or form, and under all circumstances, whether in Palestine or in the Diaspora. Every party shall apply the most rigorous means to eradicate such acts. This prohibition applies equally to the advocacy of terror and acts of violence, as well as to their justification. (c) All parties undertake to employ all the means at their disposal to prevent any breach or infringement of the agreement which they had undertaken to bring about between workers' organisations in Palestine for the purpose of establishing relations of comradeship, an equitable distribution of work among all those who seek employment, and to safeguard fair conditions of labour. (d) All parties undertake to use vigorous means to prevent any unfair act in party strife, such as libel, slander, insult to individuals or groups, spreading of false news, denunciations, insults to symbols, flags and uniforms of opponents. (e) In countries where Governments ban or view with disfavour a Zionist faction, no group or individual is allowed to combat its opponents with the aid of government, directly or indirectly. Also, it is forbidden to cite an opponent party or its members under such titles as are apt to endanger their existence in those countries. (/) Parties or their individual members are in no case and under no circumstances allowed to break up or disturb meetings of an opposing party. (g) All parties undertake to impose on members who will have broken any of the aforesaid provisions, as soon as it shall become known to them, directly or through the medium of a member of the affected party, one of the following penalties—censure, fine, temporary suspension from membership or permanent expulsion from the party; and in case of Shekel-holders, expulsion from the Zionist Organisation. If a party fails to punish its offending members, or if the affected party is not satisfied with the punishment imposed, that party shall' be entitled to lodge an appeal before an inter-party court which will be set up in every country when required.
