their names were contained in the registers of the Haluzim who were undergoing Hachshara before the suspension of the rights ■of the Betar. This legal position underwent a change only in ^December, 1934, as described in the following section. D.—Boycott of the Zionist Funds. 18. The boycott against the Zionist Funds proclaimed in February, 1934, was not confined merely to the withdrawal of the Revisionists from the commissions of the K.K.L. and the K.H. as well as the cessation of all work for these Funds, but also assumed the form of an active conflict conducted with inadmissible methods. The collections for the K.H. and the K.K.L. were interfered with, delegates of these institutions were physically attacked, traditional methods of collection of the K.K.L. were imitated, collecting boxes of the K.K.L. were removed and damaged, and leaflets with disparaging attacks against the Funds were distributed. This hostile campaign of the Revisionists naturally provoked defensive measures on the part of the Zionist parties, and the disorderly scenes that thus resulted, especially in East European countries, did not come to an end until after the negotiations and agreements that are described later. 19. The Revisionists used this opportunity to conduct increased propaganda for their " Keren Tel-Hai," which was declared to be a Fund intended for all conceivable purposes both in Palestine and outside it. As the conclusion of the aforementioned agreements prompted many Revisionist bodies to claim for the " Keren Tel-Hai " the character of a legitimate collection prompted by the Zionist Organisation, the Palestine Executive found itself obliged to issue the following statement in February, 1935 : 1. The Keren Tel Hai has not been recognised as a Zionist fund either by the Zionist Congress or by any other Zionist body authorised to do so. 2. According to the information received by the Executive, the Keren Tel Hai in many countries carries on a petition against the Zionist Funds, the K.H. and the K.K.L., by using the collecting methods that were introduced by these Zionist Funds and are reserved solely to them. This competition is calculated to undermine the legitimate funds of the Zionist movement. 3. According to the statement of the Revisionist leaders, the Keren Tel Hai is a fund that has special tasks in Palestine (colonisation, redemption of the soil, redemption of the water, building of immigrants' houses, etc.). The Zionist Executive accordingly declares that it has no knowledge whatsoever of the activity of the Keren Tel Hai in all these spheres. It declares that all these tasks continue to be carried out by the K.H. and the K.K.L. 4. The Executive addresses an appeal to the Zionist public to remain faithful to the central Zionist Funds, which are recognised by the Zionist Congress as the fundamental instruments for the upbuilding of the country and to protect them from every attack. 4°
