— 10 — of those thousands who were unable, for various reasons, to migrate to distant countries from the lands to which they had fled, and the position of many refugees who desire, and are able to settle in countries outside Europe, has become worse of late, especially during the second half of 1936, owing to the new Aliens Restrictions Laws in many counries. There are also some 300 refugees who were promised immigration certificates for Palestine some two years ago, but the promise was never fulfilled owing to the immigration restrictions, and they have to bide their time in the countries of refuge under most difficult conditions. 3. By March 31st, 1935, 1,505 immigration certificates had been granted for distribution among refugees, of which 235 were given by the Palestine Office in Berlin, before the Central Bureau was formed, 55 by the Immigration Department in Jerusalem for legalisaion of tourists, and the remaining 1,215 permits by the London Department of the Central Bureau. During the period of this report (April 1st, 1935, to March 31st, 1937), the London Department distributed a further 971 immigrants' certificates to refugees as follows : 1935 Summer Schedule— 500; 1935/36 Winter Schedule — 134; 1936 Summer Schedule — 302; 1936/37 Winter Schedule — 35; Total — 971. Of the 302 certificates out of the 1936 Summer Schedule 120 were given to the Palestine Office in Berlin for members of Hehaluts in Germany who had completed their training in countries outside Germany. During the last two years, another 65 certificates were distributed among German refugees by the Immigration Department of the Executive in agreement with the Jerusalem Department of the Central Bureau. The aggregate number of certificates given to refugees hitherto was 2,541. The distribution of immigration permits to refugees by countries was as follows: France — 773; Belgium — 285; Holland — 274; Poland — 238; Czechoslovakia — 222; England — 146; Italy — 74; Austria — 67; Luxembourg —'62; Switzerland — 59; Yugoslavia — 42; Denmark — 40; Latvia — 25; Spain — 22; Lithuania — 19; Portugal — 17; Rumania — 12; Saar Region — 10; Egypt — 6; Danzig — 5; Turkey — 4; Hungary — 4; Tunis — 3; other countries— 12; permits sent direct from Jerusalem — 120.
