— 9 — II. THE REFUGEE PROBLEM; IMMIGRATION CERTIFICATES FOR REFUGEES. 1. "The problem of the Jewish refugees who have left Germany since March, 1933, either with no means or with inadequate means, has not been solved to the present day." This passage from our report to the 19th Congress can be repeated. Although the question of refugees was thoroughly investigated by the Committee of Experts of the League of Nations which met at Geneva in November, 1935, the Council of the League, which met several weeks later, did not accept the more important recommendations of the Committee, but appointed Sir Neill Malcolm as the new High Commissioner for Refugees, in place of Mr. James McDonnell, who had resigned. The new High Commissioner has hitherto successfully centralised his principal efforts in solving one significant section of the refugee problem, — that of creating legal documents of identity for German refugees who are stateless or are unable to renew their German passports. As for other principal questions, such as the transfer of refugees from European countries to centres of permanent residence, the securing of licences to work in European countries, these must still be dealt with by Jewish and non-Jewish relief organisations. The London Department of the Central Bureau acted as representative of the Jewish Agency in all important conferences of such organisations as met to solve refugee problems during the period under review. Dr. A. Ruppin, Dr. N. Goldmann and Mr. M. Rosenbliith represented the Jewish Agency and the Central Bureau at the meeting of the Experts' Commission of the League of Nations which met in November, 1935. Mr. Rosenbliith was a member of the Advisory Council which represented Jewish and non-Jewish organisations during the first few months of the High Commissioner's activity; he is also delegate of the Jewish Agency and the Central Bureau on the Liaison Committee later established by the High Commissioner. « 2. During the past two years, it was found possible to establish a large number of refugees in the European countries to which they had migrated; several thousands proceeded, some with help and others unassisted, to more distant countries (Palestine, North and South America, South Africa and Australia) in which they hoped to find livelihoods. But the question remains paramount of the establishment
