(a) The repayments of loans or grants made by the Council for German Jewry for German-Jewish settlement in Palestine shall be paid into the banking account of the Jewish Agency, and this account shall be called, "Loan Repayments Account of Council for German Jewry"; (b) These repayments shall be used by the Jewish Agency for the colonisation of German immigrants in Palestine as long as, in the view of the Council, there will be need of special arrangements for such immigrants; (c) During this period, the Jewish Agency shall dispose of the money in the form approved by the Council for German Jewry, and the Jewish Agency shall submit to the Council an account to this effect once in every three months; (d) The property created by such expenditure, to such extent as it shall not be converted into the private holding of the settler, shall become the possession of the Keren Hayesod, except where it shall be sold for cash, in which event the proceeds will be placed to the special banking account as above; (e) At the end of this period (see Article (b) ), the Jewish Agency shall utilise the repayments and the amounts received from sale of property for similar purposes. 8. During 1936, the Jewish Agency sent a mission to London, comprising Messrs. S. Hoofien, E. Kaplan and Dr. G. Landauer, who, together with Dr. M. Rosenblüth, drew up the draft Palestine proposal for the Council's budget during 1936. Prof. L.B. Namier, Dr. S. Moses (President of the German Zionist Federation) and Dr. L. Pinner, representing the German Settlers' Association [Hitahdut Ole Germania) in Palestine, took part in this work. As for the 1937 budget, Palestine budgetary estimates were first prepared in Jerusalem and later a detailed proposal was drawn up in London and submitted to the Council. 9. The Central British Fund which conducted the campaign for German Jewry prior to the formation of the Council, furnished the Central Bureau (apart from LP.42,000 especially allocated to the Jewish National Fund and other sums given to the Hebrew University, the Haifa Technical Institute and the W.I.Z.O.) with the amount of LP.82,500 for the erection of buildings, agricultural and vocational training and agricultural settlement. This amount was mostly spent in the form of loans. In the autumn of 1936, the Council of the Central British Fund again allocated LP.5,000, which had been received from repayments, for construction of housing for German immigrants.
