С нач. 2-й мир. войны бежал из Польши в Литву, затем через Японию в США, где занимал рук. должность во Всемир. евр. конгр. С 1947 в Э.-И., в 1948 чл. Врем. гос. совета Гос-ва Израиль, неоднократно избирался деп. Кнессета от партии Га-Поэль га-Мизрахи (позднее Нац.-религ. партия). В 1960—73 мин. по делам религии.
