В 1911–14 раввин в Воронове Лидского у. Виленской губ. В 1914–18 – в Минске. В 1919–39 раввин Луцка. Один из лидеров Агудат-Исраэль в Польше. С 1940 – в Э.-И. С. – создатель и рук. Ваад га-иешивот – объединения иешив Израиля. Вице-пред. Совета мудрецов Торы – руководящего органа партии Агудат-Исраэль. Возглавлял сеть школ Агудат Исраэль.
