В 1952 за противодействие установлению дипломатич. отношений с Германией был арестован. После освобождения (1954) окончил юрид. ф-т Еврейского ун-та в Иерусалиме. Занимался адвокатской практикой. С 1962 чл. руководства партии Херут. Деп. Кнессета (1977–96) от блока Ликуд. В 1981–84 зам. рук. администрации главы пр-ва Израиля.
