Sohn des Bankiers und Gemeindevorstehers Ephraim M., seitens seiner Mutter Rebekka Levi Enkel des Rb. Samuel L. in Gelnhausen (Kurhessen), Talmudstudien in Hannover und Frankfurt/M., ordiniert von Nathan Adler. 29. Apr. 1839 bis SS 1841 stud. Bonn, 1845 Rb. in Hannover, gründet dort 1847 ein Lehrerseminar, an dem er auch selbst lehrt. Anhänger der konservativen „Theologen- Versammlung“ (1846) Z. Frankels. Nach der preußischen Annexion setzt er sich erfolgreich für die Beibehaltung des Systems der Landesrte. ein, wird aber nach seiner Entscheidung im „Fall Thorner“ (Frage des synagogenrechtlichen Status von Kindern aus Mischehen) angewiesen, daß er „kein kirchenrechtliches Amt“ bekleide. M. hinterließ eine der Förderung jüdisch-theologischer Studien gewidmete Stiftung. Sein Bruder, der Geh. Kommerzienrat Louis Ephraim M., war erster Vorsteher der Gemeinde Hannover.
