Nach der preußischen Annexion setzt er sich erfolgreich für die Beibehaltung des Systems der Landesrte. ein, wird aber nach seiner Entscheidung im „Fall Thorner“ (Frage des synagogenrechtlichen Status von Kindern aus Mischehen) angewiesen, daß er „kein kirchenrechtliches Amt“ bekleide. M. hinterließ eine der Förderung jüdisch-theologischer Studien gewidmete Stiftung. Sein Bruder, der Geh. Kommerzienrat Louis Ephraim M., war erster Vorsteher der Gemeinde Hannover.";
