Haberscheim (theory of foundations, iron and concrete construction); Fritz Naphtali (economics); Professor Dr. Max Kurein (technology and industrial theory); Professor Dr. A. Shaverin (mechanics, statics); H. Shapira (architecture). In addition to these, Mr. Ehrenreich was appointed as an Instructor in the school for artisans connected with the Institute. The Institute has at present fifteen lecturers and six assistants, apart from teachers and instructors in languages, etc. 5. New Departments. Owing to the increase in the number of students the capacity of the Institute had to be enlarged to enable students to specialise in several subjects. Otherwise overcrowding would result in the Department for building engineers, which was in fact originally the only department of the Institute. Further, Palestine requirements too demand extension, especially the progress made by Jewish industries in Palestine and the development of Haifa as a transport centre. It was therefore decided to re-establish the Department for Architecture and to open a Technological Department, with a view to supplying to the factories and workshops in Palestine technical engineers capable of undertaking all practical works. The first course is the same for all departments. The division into separate subjects begins at the second course. The appointment of additional teachers from Germany, as explained in the previous paragraph, considerably facilitated the expansion of the Institute into three departments. 6. Owing to the increase in work additional room was found for the testing department in the basement of the institute. Also provisional arrangements were made in the chemical and physical laboratories to absorb the increased number of students. There is an urgent necessity to expand the existing laboratories to adapt them to the present needs of teaching, industry and research. It is also necessary, mainly because of the great importance of water and the use of electricity in Palestine, to add new laboratories. The Government grant will enable the Institute to introduce improvements in the equipment of the existing laboratories—for physics, chemistry and testing of building materials—and to meet the urgent need of an electrical and hydraulic laboratory. 7. The Government Grant. The High Commissioner announced in June, 1934, the grant of £P. 10,000 to the Institute as a single contribution for improve- 404
