The sum required per family in a Kvutzah for settlement is £P. 415, and as each family contributes £P.75 towards it, the actual loan per family there is £P. 340. 4. The Duration of the Loan. The loan is granted for twenty years, beginning from the year after it was received, at the rate of 4 per cent. During the first five years, the settler will pay £P. 4.160 per annum per £P. 100 of loan (interest only); during the following three years £P. 6.200 per annum per £P. 100 (<£P. 2 repayment of capital and the remainder interest); and in the following twelve years, £P. 10.30 per annum per £P. 100 debt in semi-annual instalments. 5. Preparations for new colonisation. The preparatory work for the new colonisation has been much more complicated this year than formerly. The selection of suitable land, the choice of human material, all the formalities with regard to the signing of the contracts, and finally, the fixing of the size of the loan to every settlement unit and to every individual settler, have caused the negotiations with the settlers to be protracted for many months, and the actual work in the settlements could only begin in June, 1935. The demand for loans is obviously greater than the £P. 70,000 which are at the disposal of the Department for the settlement of workers. It has therefore been decided to divide the loans into two categories : (a) a loan for full consolidation, in accordance with the complete scheme; (b) loans for the purpose of developing special branches of farming. It has also been decided to adhere to the principle that loans would be granted only to those settlers who had been on the spot for a definite period, since some of the prospective settlers are either still living outside the settlements, or have been on the land for a short time only. Similarly it has been decided, as it was customary formerly, that unmarried members of the smallholding settlements would not receive any loans as long as they remained single, even though they wereoccupying their holdings for a comparatively long period. 6. The Settlements to Receive Loans. It has been decided in the first instance to consolidate the settlements in the Emek Hefer. This decision rests on resolutions of former Congresses as well as on the consideration that the settlers there find themselves in bad sanitary conditions, and it is therefore necessary to commence as speedily as possible with the building of houses. The candidates for the following units have already been selected : Kfar Vitkin. Out of 170 families only 143 have been approved for consolidation. Irgun Hapoel Hamizrachi. Out of 70 families only 21 have been approved for consolidation.. 33°
