"Usual inter-Conference year Council Meeting was not held in 1934 by agreement with the " Galuth " Executive and the members of "the Council, in consequence of which it was arranged to hold the 8th Biennial Conference in Palestine early in 1935. The main questions carried over from the Prague Conference "were : (a) Absorption of girls and women of the German Aliyah; {b) Hachshara and Certificates for girls and women; (c) Representation on Jewish Agency; (d) Development of Young WIZO Movement; (e) Development and Consolidation of Institutions in Palestine; (/) Propaganda by Executive members; (g) K.K.L. statistics. The session 1933/34, which was marked by a strong Jewish immigration to Palestine, especially from Germany, called for the immediate expansion of the Organisation's activities. On the other hand, the economic crisis rendered it exceedingly difficult for the 44 constituent bodies all over the world (with a total membership of 60,000) to raise the quotas they had undertaken to contribute towards the general budget of the Organisation. Negotiations were opened up (initiated in June, 1933, firstly through the medium of the Federation of Women Zionists of Gt. Britain and Ireland and carried on later directly by the London WIZO Executive) with the Allocation Committee of the Central British Fund for German Jewry to provide for the admission of German girls to WIZO institutions in Palestine, and were followed up by further correspondence in reference to the training in Palestine of German girls in short external courses in various urban and rural occupations, so as to ensure their absorption into the economic life of the country. The outcome of these representations was that a loan of £5,860 (repayable within five years) was advanced to the WIZO to cover the necessary capital expenditure required for the expansion of the institutions so as to absorb 112 girls, while grants amounting to £2,912 for the maintenance of these girls and £3,550 for the training of 535 girls were also made. Further, through the contacts between the WIZO Executive directly and indirectly through the Federation of Women Zionists in Gt. Britain and Ireland, with the Women's Appeal Committee and the Central British Fund for German Jewry, it was possible to bring to the attention of this Committee the services which the WIZO had to offer in Palestine to assist in the adaptation of the German women to the new conditions they were confronted with both by providing .them with instruction through the WIZO's travelling teachers' system and also by placing at their disposal the social service network spread over the country by the WIZO's Palestine Federation, the " Histadruth Nashim Zionioth." Proposals in connection with both these aspects of work were submitted by the Palestine Women's Executive and presented to the Women's Appeal Committee with the result that a sum of £1,000 was granted for instruction to German women settlers and £2,600 258
