One of the main achievements of the Party during the last two years is the acquisition of strong positions among the Jewish skilled labour movement. A large number of skilled labour organisations are under the control of the Party, such as, carpenters, locksmiths, builders, printers, porters, drivers and chauffeurs, nurses, etc. All these organisations are allied through a Central Council whose seat is in Warsaw. In the sphere of cultural activity, the schools under the auspices of the Party have made satisfactory progress. The ''School-Cult," the central body of schools controlled by the Party, has opened new branches and is making preparations for the expansion of its net of schools. " Hapoel," the sports organisation, has developed remarkably well and has now a membership of about 20,000. The group Z.S. Hitachduth, which was formed on the eve of the 18th Congress, has extended its activities to a considerable extent and many members of the former " Hitachduth," which was opposed to the Union, have now joined the Z.S. Hitachduth. The negotiations regarding the Union with the Poale-Zion in Poland have advanced far, and there is a probability that it will soon materialise. 2. East Galicia. In East Galicia, the Union of the two Parties —Hitachduth and Poale-Zion—strengthened noticeably the Jewish labour movement in that part of Poland. The United Party has succeeded also here in enlisting the co-operation of the skilled labour organisations. One of the most outstanding achievements of the Party is the formation of " Chaklai," the Organisation of Jews engaged in agriculture, which has already a membership of about 3,500. The Party as a whole in East Galicia has a membership of 10,000, besides the Youth Organisations " Gordonia," " Freiheit " and " Bussiliah," which have 7,000 organised members. As in Congress-Poland, there are also in East Galicia the organisations, " Haoved " and " Hapoel," which form a part of the all-Poland organisations of the same names. The United Party in East Galicia wields its influence in all sections of Jewish life, both in towns and villages, and affiliated to it are 230 active groups. 3. West Galicia. There are two groups of the Union in West Galicia, which are not internally united. The obstacle in the way of unity is that while the " Hitachduth " in West Galicia is an independent Party, the Poale-Zion there forms a part of the all-Poland Poale-Zion. Both groups have manifested great activity in the period under review. The number of organised members of both groups amounts to about 8,000. 4. Russia. There is no change for the better in the position of Zionists in Russia. The persecution and arrests continue uninterruptedly. There are Zionists who had served their sentences three or four times and who have recently been sentenced again to be exiled to Siberia. However, those that are at liberty 247
