Propaganda.—Apart from the Conferences already mentioned, a number of public meetings have been held through our initiative, both in Bucarest and in the provinces, attended by an aggregate of 20,000 people. Special gatherings were held on the occasion of the death of Baron Edmond de Rothschild, Dr. Jacobson, Mr. Bialik and Mr. Motzkin, and a series of meetings was also held to celebrate Mr. Ussischkin's 70th birthday and to commemorate the 75th birthday of Herzl. Propaganda meetings have also been addressed by the following visitors : Mr. I. Gruenbaum, Mr. M. Grossman, Dr. I. Schwarzbart and Mr. S. Zuchowitzki. Youth.—We have done our utmost to bring about harmony between the youth associations, Hashomer Hazair, Hanoar Hazioni and Gordonia, and we have succeeded to some extent by creating for them common spheres of activity, such as Hebrew courses, a seminary for Zionist instruction, a Zionist publication society and a library. Happily there has been an improvement in the relations between these youth organisations. Supreme Council of the Rumanian Federations.—After several months of negotiations we succeeded in establishing the Supreme Council, whose principal task consists in bringing about more cordial relations between the various Rumanian Federations and acting as their representative to the outer world. The Supreme Council was constituted in December, 1934, under the Chairmanship of Mr. Philip Rosenstein. It set itself as its first task the furtherance and co-ordination of the Hebrew cultural work of all the Federations in the country. The appearance of " Amudim " stimulated the Hebrew movement in Greater Rumania, and a Congress of the Hebrew teachers of the entire country held on June 6th to 8th last laid the foundations of a uniform programme for the Hebrew culture and language in all Federations. In order to afford all branches the opportunity of a discussion of all matters within the scope of our Federation, a Conference of branch representatives of the whole country was held in Bucarest on June 9th. Resolutions were adopted expressing appreciation of the work of the Executive and demanding the maintenance of internal discipline, and also calling upon the Federation Executive to invoke the help of the World Executive in bringing about an improvement of the present situation. Resolutions were also adopted demanding a reform whereby the right to vote for Congress delegates should depend upon the purchase of the shekel in both years, and calling upon the Executive to take suitable steps to ensure the convening of the Jewish World Congress. The Executive has received the active co-operation of the Central Committee of the Federation of Old Rumania under the chairmanship of Mr. M. Weissman. Our experience of the past two years shows that it is necessary that the attention of the Congress should be devoted to the vital question of ensuring orderand discipline in the Federations. 2 33
