of the land is fit for citrus planting, have adopted the form of intensive mixed farming, which is about to include all branches of agriculture. Many members of the Workers' Groups, organised in kvuzoth or moshavim, are in occupation. A number of groups of middleclass settlers have commenced to prepare their land and in some cases plant it through the agency of the ■" Yakhin " company—the settlers themselves meanwhile remaining in the towns until the trees begin to bear fruit. Kfar Yedidiah (immigrants from Germany) is also being established, about ten families working on the land. Havazeleth Hasharon (General Zionists) has also begun activity; 500 families have altogether gone into occupation. The Jewish Agency has included Emek Hepher in its settlement budget for next year, thus strengthening these settlements, the foundations of which were laid by the resources of the settlers themselves. Emek Zebulun. During the period under review the development of Emek Zebulun proceeded according to the programme mapped out by the town-planning expert, Professor Abercrombie, of England, at the instance of the Jewish National Fund and the Palestine Economic Corporation of New York. In the industrial zone an area of 230 dunams adjoining the main road to Acre was divided up into building plots, and leased for the establishment of industrial undertakings. During the past year contracts of lease were entered into with ftfty-three manufacturers, some for medium size and others for small-scale factories. Twenty-seven factories have been built or are in course of construction. It is now feasible to parcellate additional tracts as building lots in the industrial zone, and negotiations are proceeding with the owners of a number of factories in countries abroad regarding their transfer to Emek Zebulun. In the residential zone an even more lively development is noticeable. With the completion of drainage work in the lower part of Emek Zebulun, a labour settlement, "Kiriath Haim," was founded. The first 600 houses have already been built and about 200 additional houses are being erected. The settlement is also erecting a number of apartment houses of several storeys. Latterly two additional residential quarters have been established in this zone—" Kiriath Motzkin " by middle-class settlers, and " Kiriath Bialik " by German immigrants. In " Kiriath Motzkin " the first hundred houses have already been built, and it is hoped that during the course of this year several hundreds of additional houses will be built. In "Kiriath Bialik" about 150 houses were built, and the J.N.F. is providing additional land for the extension of the settlement. In all these suburbs roads have been laid down and water installed. The J.N.F. has also allocated a tract for a Mizrachi workers' suburb, in which building operations will begin this summer, and also land for a suburb of Salonica immigrants who have begun on an initial tract of 50 dunams. All these quarters will in future merge into one large city. 167
