the Court have enjoyed the full authority in the general Organisation despite the sharp and objectively unjustified criticism to which the judgment in the affair of the Brith Trumpeldor was publicly subjected by many parties. In cases of personal insult, the Court of Honour endeavoured to bring about a friendly settlement. A number of important matters had unfortunately to remain undealt with as the great distance between the parties and witnesses makes the holding of proceedings in one and the same place exceedingly difficult. Experience has shown that the deliberations on the occasion of a Congress and of the General Council Meetings lead to a more prompt and inexpensive settlement of the matters in dispute. The creation of express courts appears to be necessary, especially in cases that are connected with administrative matters, particularly questions of immigration. For the creation of express courts of this nature the constitutional regulations of the Court of Honour need supplementing. F.—ARCHIVES OF THE ZIONIST ORGANISATION. The Archives of the Zionist Organisation, which were founded in Berlin in 1919, were transferred together with all collections, in accordance with a decision of the Executive, to Jerusalem in October, 1933, and were re-opened in the building of the Jewish national institutions in the middle of 1934. The work of the Archives, which consists in collecting all printed and unprinted material relating to the history of the Zionist Organisation, has been resumed in Jerusalem in the usual way. Since the last Congress the collections have been particularly enriched, in respect of documents. Among those that have been received since the transfer to Jerusalem, from the Executive of the Jewish Agency, are the greatest part of the files of the former Palestine Office in Jaffa (1908-1921), the files of the Zionist Commission (1918-1921), as well as the files from the Central Office of the Zionist Organisation in London which were missing from the collection of the files of the London Central Office for the years 1917-1926. The Director of the Archives also succeeded in obtaining a number of private Zionist archives for the collections, and steps are being taken to secure the presentation of further private Zionist archives. In December, 1934, a special Archives Commission was appointed by the Palestine Executive, with the approval of the London Executive, to advise the Palestine Executive on all questions relating to the Archives. This Commission is under the chairmanship of a member of the Executive, Mr. I. Gruenbaum, and consists of authorities on the history of Zionism, as well as representatives of the Jewish National and University Library in 89
