(h) The General Council recognises the General Zionist Haluz organisation as an autonomous Haluz organisation on a par with other Haluz organisations in regard to rights to Hachshara and immigration. ■5.—Commission on the Immigration of Yemenites. (a) The General Council demands that the Executive of the Jewish Agency shall appoint a commission to prepare a conference of Palestinian Yemenites. The conference shall appoint the immigration commission of Palestinian Yemenites. The conference shall be convened in the month of May or June, 1935. (b) Pending the election of an Immigration Commission, the Executive of the Agency shall appoint a provisional commission to deal with the problems of the immigration of Yemenites. It shall consist of the two Congress delegates of the Palestinian Yemenite organisations and of a representative of the Immigration Department of the Jewish Agency. III. LABOUR. (1) The General Council appeals to all Jewish employers in Palestine to defend with all their strength the principle of Jewish labour, which constitutes the very soul of Zionism, and to provide opportunities for employment in the settlements for the tens of thousands of returning Jews who desire to settle in Palestine. To the employers and workers who uphold the principle of Jewish labour in town and country, in the ports, on the ships of the mercantile marine, and in the economic 1ife of the Palestinian state, the General Council sends a message of greeting, encouragement and appreciation. (2) The General Council regards the obligation to employ Jewish labour throughout as a supreme national duty, which must be sacred to all members of the Zionist Organisation. Neglect of this duty must be punished byexpulsion from the Zionist Organisation and from its institutions. The Executive will furnish the Zionist Federations and parties with detailed instructions in this connection. (3) The General Council emphasises that all national and public settlement, credit and economic organisations, are in duty bound to do everything in their power to ensure the application of the principle of Jewish labour in all individual economic undertakings and in the enterprises which they are promoting. (4) The General Council considers it a necessity that the Keren Kayemeth should acquire as speedily as possible plots of land in the settlements and in their vicinity, and erect thereupon camps for Kibbuzim, groups and individual labourers, thus helping to uphold the principle of Jewish labour in agriculture. (5) In order to secure the application of the principle of Jewish labour in the plantation zone, it is essential to acquire in Southern Sharon, Samaria, and Galilee plots of land upon which permanent agricultural workers' settlements and homesteads with allotments, should be established. The Keren Kayemeth Leisrael is requested to acquire such land in accordance with a plan prepared jointly with the Executive of the Jewish Agency. The Executive should endeavour to raise funds from companies and institutions, which will enable them to grant loans on easy terms for the establishment of such homesteads. (6) The General Council resolves that Kibbuzim, associations, and individuals who have been working in settlements or engaging in other key work for two years, shall be given priority in the allocation of land and the granting of loans for settlement and establishment in town or country. (7) The General Council directs that the relatives of Haluzim who have been working on the land or engaging in other essential work for two years shall enjoy priority of immigration. 82
