who have discharged this duty not later than within the year preceding the consideration of their application for an immigration certificate. (b) Haluz organisations engaging in Hachshara and professional organisations recognised and supervised by the Executive, are authorised to collect from those of their members who are leaving for Palestine a contribution to the common fund for travelling expenses. The amount of the contribution shall be fixed by the Palestine Office, subject to approval by the Immigration Department of the Jewish Agency. (c) The proceeds of the common fund are intended to supply Haluzim with travelling expenses, the surplus being destined mainly for agricultural training in Kibbuzim. Pending a decision regarding the budget for Hachshara, the organisations are entitled to use part of the surplus for the expenses of travelling delegates and the organisation of supervision of Hachshara by the Palestine Offices. (d) The Palestine Offices control the common fund of the Haluz organisations, and examine their accounts in accordance with the instructions of the Immigration Department of the Jewish Agency. (e) If the Palestine Offices fail to submit to the Immigration Department proposals regarding the amount of additional contributions to the common fund and the amount of entrance fee to the Kibbuzim, by the middle of May, 1935, the Immigration Department shall fix these amounts at its own discretion. 4.—Hachshara and Immigration Certificates. (a) The General Council is of the opinion that with a view to preventing harmful competition between Haluz organisations in connection with Hachshara, it is desirable to fix a ratio for the allocation of Haluz certificates. The Immigration Department shall draw up a proposal, based on the recommendations of the Palestine Offices, of the bodies which organise the immigration of Haluzim, and on a census to be carried out by the Palestine Office at its direction. This proposal shall be submitted for the approval of the. Committee on Immigration of the forthcoming Congress. (b) The General Council directs that not less than fifty per cent, of the certificates at the disposal of the Executive of the Jewish Agency shall be allotted to Haluzim who have prepared themselves for Palestine by undergoing training in the Hachshara Kibbuzim. (c) The General Council approves the resolution of the Executive concerning the supervision of professional organisations recognised by the Executive of the Jewish Agency. This supervision shall be carried out in the same manner as in the case of training Kibbuzim of the Haluz organisations. (d) The General Council approves the decision of the Executive that twothirds of the certificates destined for skilled workers shall be allotted to the members of professional organisations recognised by the Executive of the Jewish Agency. Professional organisations which are still unrecognised shall be recognised in accordance with the resolutions of the General Council of April, 1934. (e) The Executive of the Jewish Agency is requested to draw up, in time for the forthcoming Zionist Congress and in consultation with the Immigration Commission, a list of occupations which fall under the heading of Hachshara and qualify the worker for an immigration certificate. (/) The Executive of the Jewish Agency is requested to fix a budget for Hachsharanot later than by June of the present year. In the meantime, the Executive should fix an appropriate amount from its income for urgent Hachshara purposes. (g) The General Council requests the Executive of the Jewish Agency to carry out an investigation into the state of housing, health and conditions of labour in the training Kibbuzim, and to draft a budget estimate for a fund to improve housing in the Kibbuzim. 8i 6
