(c) Congress Minutes. The Minutes of the Eighteenth Congress (and of the third meeting of the Council of the Jewish Agency) were again published •on the basis of the shorthand reports published in the Congress Zeitung and were issued early in 1934. Dr. Hugo Herrmann acted as Editor of the Minutes and discharged his task with his usual efficiency, and with the co-operation of the Organisation Department. Unfortunately Dr. Herrmann has had to retire owing to ill-health, and the thanks of the Zionist Organisation are expressed to him here for his many years of valuable service. The following Congress addresses were reprinted from the Minutes separately : I. Wilkansky, " Systematic Agricultural Colonisation in Palestine." Adolf Boehm, " The Tasks of National Capital in Palestine." :{d) The Jewish State. On the occasion of the thirtieth anniversary of Herzl's death a revised English translation of The Jezvish State, with Foreword, by Mr. Israel Cohen, was issued in two editions (cloth and paper), .and immediately enjoyed an extensive circulation. (e) Pamphlets. During the past two years two pamphlets by Mr. Israel Cohen, Recent Developments in Palestine, and The Progress of Zionism (revised from the original edition of 1929), have been issued (in editions of 2,000 and 3,000 copies respectively), as well as reprints of his articles in the 'Contemporary (" The Situation in Palestine ") and Fortnightly Reviews (" Palestine Strides Forward"). They all met with a gratifying sale. The Progress of Zionism will also be issued in French. III. Propaganda Department. 1. The Propaganda Department was opened in Jerusalem in February, 1934. These Bulletins, which appeared in Hebrew (300 copies), English (200 copies), and German (200 copies), were not intended for publication, but for information of the members of the Zionist General Council, of 57
