19. Italy. Practically no change has occurred in the total number of shekolim sold this year, and Italy will again have one delegate. 20. Greece. A notable improvement in the shekel figures for this year, when compared with the figures for 5693, is also to be marked in Greece—from 2,500 to 4,600, thus giving Greek Zionists the right of electing two delegates to the present Congress. 21. Jugoslavia. Once again it has to be stated with great satisfaction that the Zionists of Jugoslavia have shown their loyalty towards the shekel also in a non-Congress year. Small indeed is the number of countries which have remained stable for many years, and Jugoslavia is one of them. The general results have shown an improvement to the extent of entitling Jugoslavian Zionists to the election of five delegates instead of four. 22. Latvia. Owing to the changes in the Latvian régime during the period under review, Latvian Zionists have been deprived of facilities for carrying through a shekel campaign. It is not yet known at present whether they will have the legal possibility to carry out elections to Congress. 23. Lithuania. Lithuanian Zionists have this year demonstrated the potentialities of the shekel institution. Lithuanian shekel-payers to the 18th Congress (29,500) equalled 20 per cent, of the Lithuanian Jewish population (about 150,000), a comparatively large proportion. In the current year, 5695, Lithuanian Zionists of all sections have made strenuous efforts for the shekel campaign and succeeded in enlisting 47,000 shekel-payers, practically a third of the Jewish population of Lithuania, which places it next to Palestine as regards the proportion of shekel-payers to the Jewish population. 24. Poland. While the number of shekolim for the present year, 5695, is somewhat smaller than in 5693 (234,000 against 250,000), the total results for the two years show no change, and Poland will have also this time eighty-seven delegates to the Zionist Congress. Although the proportion of Jewish shekel-payers to the Jewish population there is much smaller than in a good many countries, the fact that Poland has disposed of close on a quarter of a million shekolim in one year, is ample proof of the progress made by the movement. 25. Old Rumania. Final results have not yet arrived at the time of writing this report, but it may be assumed that the total figure for the two years will reach about 15,000. Although this figure shows an advance on the previous Congress period, yet in comparison with other countries the proportion of Rumanian shekel-payers is small when compared with the Jewish population of that country. 26. South Africa. This is one of the few countries where the shekel work is stable throughout the two years of the Congress. 52
