smaller than that attained in the preceding Congress period, thus having the right to elect eleven delegates instead of twelve to the 18th Congress. 11. England. The general results for England show a definite improvement for this Congress period : 34,500 as against 25,500, an increase of 9,000 for the two years, which is to be attributed mainly to the substantial increase in 5694 (14,000) against 5692 (7,782). England will have twelve delegates to the 19th Congress, as against nine at the 18th Congress. 12. East Galicia. Special praise is due to the Zionists of East Galicia for their intensive efforts with regard to this year's shekel campaign. Even 5693 showed a considerable rise, about 25,000, as compared with the 17th Congress (5691). This year East Galicia sold 127,000 shekolim against 84,000 in 5693, an increase of 43,000, or 50 per cent, more than in 5693. 13. West Galicia. Notable improvement as compared with 5693 is to be seen also in West Galicia. Instead of 32,600 in 5693, 41,500 were sold this year, an increase of approximately 9,000 shekolim. 14. Germany. No shekel work was carried out in Germany in 5693 for reasons that are well known. In 5694 German Zionists endeavoured to obtain permission to carry out a shekel campaign and elections to the 19th Congress. At the end of 5694 the permission was obtained, and after negotiations with the Executive it was decided to carry out the campaign for the two years in 5695, viz., to give the shekel-holder of 5695 the privilege of acquiring also the 5694 shekel. According to information the total results reach about 100,000, and German Zionists are deserving of praise for these very successful results. 15. France. In comparison with the preceding Congress period an improvement is also shown in France. Instead of a total number of 2,365 for the two years in the 18th Congress period, the total for the present Congress period will reach about 5,000, almost double the number obtained in the previous Congress period. 16. Eastern France {Strasbourg). For the first time Zionists in Eastern France are entitled to have their own delegate to the Congress. It is to be hoped that this will be maintained and even improved upon in future years. 17. Holland. No change has occurred in the total number of shekolim sold in Holland. Dutch representation will also this year consist of two delegates, 18. Hungary. The improvement obtained for the 18th Congress period has been well maintained and even exceeded during this year. The increase in the total number of the two years will amount to over 4,000. However, when taking into consideration the size of the Jewish population in Hungary, even the total number of 932 represents only a very small percentage. 51
