the Zionist Organisation (in which the Revisionists had hitherto been represented by their Congress delegates and members of the General Council) but by convening a so-called " Round Table Conference " of " sovereign parties/' which would thus have represented a precursor of the Federation aimed at, and had therefore to be rejected by the Zionist Organisation. The Revisionist Union, whose constitution contains the following provision : Every Jew above the age of eighteen years can be a member of the. Union of Zionist Revisionists who (a) Recognises the programme of the Union; (b) Submits to the discipline of the Union; and (c) Pays the dinar. The infringement of any of these three conditions results automatically in exclusion from the Union. continued as before to conduct a violent fight against the disciplinary demands of the Zionist Organisation. 26. In January, 1935, the World Union held a Conference at. Cracow which, in its resolutions and statements of its leaders, confirmed the separatist demands of the Revisionists especially in the sphere of external politics, decided to continue the petition movement, and expressed itself as opposed to the disciplinary demands as well as to the most elementary organisational principles of the Zionist Organisation. A formal regulation of the relations of the Revisionists to the Zionist Organisation was left by the Conference in the same unsatisfactory condition of ambiguity. 27. The Revisionist members of the General Council took part in its two meetings. At the end of the meeting in 1935 the Revisionist group made a declaration on April 8th, 1935, that they could not agree to the standpoint assumed in the resolutions adopted by the majority of the General Council, protested against the rejection of the Revisionist motions, and that on this account the World Union of Zionist Revisionists would not take part in the elections to the 19th Congress. 28. At the end of April, 1935, the Executive of the World Union published a resolution in which the secession of the Revisionists from the Zionist Organisation was ordered and the members of the World Union were forbidden to take the Shekel and to participate in the elections to the Zionist Congress. At the same time the establishment of an independent Zionist Organisation was announced. The reason given for this was the allegation that the Zionist Organisation had " abolished the Herzlian Shekel and introduced in its place a legitimation of party character." The President of the World Union declared, indeed, in an article published on May 3rd, 1935, that he had decided on the establishment of a new Zionist Organisation as far back as ten years ago. 43
