domain on behalf of the Jewish people. The Revisionist Union cannot by any means arrogate this right to itself, and the Executive considers it necessary to emphasise that the petition movement does not in any way find the support or approval of the Zionist authorities. This independent step constitutes a challenge to the resolutions of the last Zionist Congress and is consequently in contradiction to the constitution of the Zionist Organisation. . . . The Jewish Agency is constantly at pains to safeguard the rights of the Jewish people in regard to Palestine. All its energies are directed towards ensuring the fulfilment of the solemn promise made in the Mandate to the Jewish people as well as of the obligations arising out of that promise. . . . The independent step of the Revisionist Union that has been announced aims at undermining this policy, and so far from being of any real political value, this step can only injure the interests of the Jewish National Home. When the Palestine Government in October, 1933, granted 5,500 Labour Certificates for the half-year period until March, 1934, the Revisionists ordered the boycott of these certificates. In connection therewith the Brith Trumpeldor (Betar), a youth organisation recognised by the 14th Congress as a Zionist Haluz Union for training and immigration, and affiliated to the Revisionists, issued a secret circular No. 60, in which, on the one hand, it forbade its members under the penalty of expulsion to apply to the authorities of the Jewish Agency for certificates, but, on the other hand, announced that it had been made possible to 37
