4. Correspondence and Information Service. The extensive correspondence of the Organisation Department with our constituent bodies has been carried out in a steadily increasing measure in Hebrew. Correspondence has also been conducted in English, Yiddish, German and French. During the period of this report thirty circular letters have been issued to Federations and Separate Unions, seven to members of the General Council, and twenty-four to both categories of recipients, making a total of 18,000 copies despatched to 300 addresses. Owing to local difficulties, however, their resolutions to this effect, despite the assent of the local groups of the Separate Unions, have not been carried out. In Rumania the previous co-operation in the Federation has, owing to internal1 differences of opinion, ceased for the time being. In Hungary and Austria, the efforts of the local groups of the Labour Party to be admitted into the Federation have been fruitless, despite the intervention of the Executive, owing to the opposition of the Councils of those Federations. In Hungary, the Chairman of the Court of Honour, Dr. Joseph Rufeisen, intervened on behalf of the Executive. Ultimately a modus vivendi between the Federation and the Hashomer Hazair group was agreed upon, while the Poale Zion group was obliged to find a
