— 18 — Executive of the Jewish Agency placed at the disposal of German immigration, out of the semi-annu?J Labour Immigration Schedules, the following permits : April 1935 — September 1935 1290 October 1935 — March 1936 880 April 1946 — September 1936 1465 October 1936 — March 1937 295 May 1937 400 On the basis of the scheme of the Council for German Jewry, the Jewish Agency requested the Palestine Government in the spring of 1936, to grant 1,500 immigration permits to agricultural labourers who had two years' training in agriculture. Later, the Agency recommended that 500 certificates, so-called Hahshara certificates be given to immigrants who would receive their agricultural training in the country, this too being within the orbit of the Council's scheme. The Palestine Government granted certificates to 900 unmarried and 300 married immigrants with agricultural training in the spring of 1936. The certificates for agricultural training in Palestine were given only in the winter of 1936/37 for 200 young people whose names were to be submitted. For the summer schedule of 1937, the Jewish Agency reiterated its proposal, on the basis of the budgetary decision of the Council for German Jewry, that 400 certificates be given to trained agriculturists and 300 to young people coming for training. In the four months' schedule given by the Palestine Government in May, 1937, 200 certificates were given for trained immigrants and 200 for those to be trained, coming from Germany. In a future chapter on Haavara activity, reference will be made to the stimulation of immigration under Category A (1). It should be mentioned that the Agricultural Settlement Association of the Jewish Agency (PASA) sold 4 per cent, interest-bearing debentures in Germany for LP.73,000; and a German Jew purchasing such debentures for LP. 1,300 was granted an A (1) immigration certificate. Immigration permits for youth immigrants are discussed in a separate chapter hereunder.
