The monthly remittances on account of the budget from the Keren Hayesod to the Palestine Zionist Executive, recorded on page 95 of the report, show the great instability of Keren Hayesod income from month to month* This adds to the serious difficulties under which the P. Z. E. is labouring in financing its budget. 8. In the year under review, it was the more difficult to carry through a programme of sanitation of finances because of the serious state of unemployment prevailing in Palestine at the beginning of the budget year. The returns of registered unemployed during the course of the year were: October 1927. — 5290; January 1928 — 4766; April 1928 — 3051, September 1928—1492. The system of distribution of doles which had been started in June 1926 was still prevailing at the beginning of the budget year. It soon became apparent that the Labour budget would not suffice for the continuation of these payments. The Palestine Zionist Executive made a special effort to raise a sum of about L. P. 30,000 in addition to the budget in order to discontinue the dole and substitute it in the colonies by a scheme of works which falls within the programme of consolidation of the existing agricultural settlements. With the aid of special donations of Li P. 10.232.500 from Mr. Nathan Straus. L. P. 10,235.413 from Mr. Felix Warburg, L. P. 4987.500 from Mr. Bernard Baron and L. P. 5,000 from an anonymous donor, the system of relief which had absorbed from June 1926 till May 1928 a total sum of L. P. 115,951.4.38 was liquidated. This amount includes a sum of L. P. 6991 received by a special grant in addition to the budget and the above donations. The capital account of the Palestine Zionist Executive was increased from L. P. 1,202.013.6.22 (L.E. 1,171,963-2.29) to L. P. 1,299,341.3.79. The reserve for losses and doubtful debts amongst capital assets was increased from' L. P. 410,256,400 (L. E. 400,000) to L. P. 440,000.— 10. The income and expenditure account shows a surplus of L. P. 61,457.6.32 of revenue over expenditure, which amount went towards reduction of deficit A sum of L. P. 46.400.4.78 was spent in advance of 58
