В годы реакции – «ликвидатор». После Февр. рев-ции 1917 – чл. Исполкома Киевского Совета рабочих и солд. деп., гласный Киевской гор. думы, член Украинской Рады. Дел. Всерос. объединит. съезда РСДРП (авг. 1917). Окт. рев-цию встретил враждебно. В нояб. 1917, после перехода власти в Киеве к Центр. Раде, вошел в ее расширенный Ген. секретариат, сменив бундовца М.Рафеса на должности Ген. контролера.
