ЯКОВЛЕВ (наст. фам. Эпштейн) Яков Аркадьевич (1896, Гродна – 1938), государственный деятель. Окончил 4 курса Петерб. политехн. ин-та. Чл. РСДРП с 1913. Участник Окт. рев-ции 1917. После рев-ции работал на Украине. С 1921 нач. Главполитпросвета Наркомпроса РСФСР, в 1922–23 зам. зав. Агитпропотделом ЦК РКП(б), в 1923–24 – в ЦК партии, зав. отд. печати, одноврем. ред. «Крестьянской газ.», затем газ. «Беднота». С 1926 зам. наркома РКИ СССР. В 1929–34 нарком земледелия СССР. В 1934 пред. Всес. совета колхозов, с 1934 зав. с.-х. отд. ЦК ВКП(б). Разработал важные проекты решений 12-го и 13-го (1923, 1924) съездов партии по вопр. работы в деревне, совхозам, местному бюджету и т. п. Чл. ЦКК (1924–30), чл. ЦК ВКП(б) (с 1930), чл.
