В 1932–35 работал в тресте «Союзмеханизация» – инж.-конструктор, затем гл. инж. В 1935–53 участвовал в работах по гидромеханизации стр-ва Беломорско-Балтийского канала, на Цимлянском гидроузле Волго-Донского канала, в стр-ве Волжских ГЭС им. В.И.Ленина и им. XXII съезда КПСС. В 1944–55 гл. инж. Управления гидромеханизации Главгидростроя, затем проектной конторы треста «Союзстроймеханизация». В 1955–97 во Всес. проектно-изыскат. и н.-и. ин-те им. С.Я.Жука (Гидропроект), с 1969 гл. спец., нач. отд. новых строит. машин. Осн. науч. тр. в обл. гидромеханизации земляных работ. Инициатор и рук. создания первых в СССР электроземлесосных снарядов (1937–38). Возглавлял стр-во первой кр. намывной плотины Цимлянского гидроузла (объемом ок. 30 млн. куб. м). Под рук. Ш. спроектированы и внедрены в произ-во мощн. землесосные снаряды, разработаны и внедрены дражные многочерпаковые снаряды для добычи песчано-гравийных материалов и др.
