РАФЕС Моисей Григорьевич (1883 – 1942), политический деятель, историк, публицист. В рев. движении с кон. 1890-х гг., один из лидеров Бунда, сотр. и ред. его периодич. изд.: газ. «Арбейтер штиме», «Фольксцайтунг», «Гофнунг», «Ди Цайт» и др. Неоднократно подвергался арестам, в 1913 выслан на 4 года в Нарымский край, вскоре бежал и эмигрировал, в Лондоне – ред. двухнед. «Дос Арбейтер Ворт». В 1915 нелегально вернулся в Россию, вел рев. работу в Петрограде, Киеве и провинции. После Февр. рев-ции чл. Исполкома Петрогр. Совета от Бунда, на 1-м Всерос. съезде Советов избран чл. ВЦИК. Вскоре уехал в Киев, один из рук. Бунда на Украине, чл. укр. Центр. Рады и ее през. – Малой Рады. На 2-м Всеукр. раб. съезде избран в состав Ген. секретариата (пр-ва) Украины, в к-ром занял пост ген. секр. гос. контроля. Участвовал в переговорах укр. делегации с представителями Врем. пр-ва в Петрограде. В окт. 1917 чл. созданного Центр. Радой К-та защиты рев-ции на Украине, поддержал создание Укр. нар. республики. В 1919 вступил в РКП(б), был одним из рук. Евр. секции при ЦК РКП(б) и ЦК КП(б)У. Работал в Коминтерне, чл. Дальневосточного бюро ИККИ. В 1926–27 работал в Китае, в 1927–28 зав. иностр. отд. ТАСС. В 1920-х гг. занимался историей Бунда и еврейского раб. движения в России, автор кн. «Два года революции на Украине: (Эволюция и раскол Бунда)» (М., 1920), «Гирш Леккерт. (Рассказ о царских розгах)» (Минск, 1922), «Очерки по истории «Бунда» (М., 1923), «Очерки истории еврейского рабочего движения» (М.-Л., 1929).
