Был строителем, с.-х. рабочим, актером рабочего т-ра «Огел» В 1930–33 учился во Франции, получил диплом инж.-строителя. По возвращении в Э.-И. работал по специальности. С 1936 чл. КП Палестины. Возглавлял отд. пропаганды, с 1939 секр. ЦК и до 1943 гл. ред. нелегального печатного органа партии «Коль га-Ам». В 1941 был арестован брит, властями. С 1947 ген. секр. КП Палестины. С 1948, после объединения разл. коммунистич. группировок, М. ген. секр. КП Израиля. В 1948–49 чл. Врем. гос. совета. В 1949–79 деп. Кнессета. После раскола партии в 1965 возглавил еврейскую по нац. составу фракцию. В 1967, во время Шестидневной войны, М. поддержал политику пр-ва Государства Израиль. Выступал за союз, но не слияние коммунистов с левыми сионист. партиями. После объединения в 1974 компартии с левой сионист, группировкой Кахол-адом ушел с поста ген. секр.
