С 1911 – в армии. В 1917 – в милиции по охране Одессы. В 1918 работал в секретариате ЦИК Советов и солд. (матросских) к-тов Рум. фронта, Черномор, флота и Одесской обл. (Румчерод), затем зам. управляющего конторой бывш. акц. об-ва «Сормово-Коломна». В 1919 зав. отд. раб. контроля и чл. Коллегии Совнархоза Украины. Участник Гражд. войны (военком бригады, дивизии, группы войск). В 1921–22 управляющий адм. инспекцией Наркомата рабоче-крестьянской инспекции. В 1922–26 работал в секретариате Сталина. Окончил экон. отд-ние Ин-та красной профессуры (1930). С 1930 зав. отд. печати ЦК ВКП(б) и чл. редколлегии газ. «Правда». В 1937–40 и 1941–42 нач. Гл. политуправления РККА, 1-й зам. наркома обороны СССР. Армейский комиссар 1-го ранга (1939). В 1940–41 – нарком Гос. контроля СССР. В мае 1942 представитель Ставки ВГК на Крымском фронте, один из гл. виновников поражения Кр. Армии в Крыму, после чего освобожден от занимаемых должностей и понижен в звании. В 1942–45 чл. Воен. Советов 6-й армии, затем Воронежского, Волховского, Брянского, 2-го Прибалт., Зап., 2-го Белорус, 4-го Укр. фронтов. В 1946–50 мин. гос. контроля. Канд. в чл. ЦК ВКП(б) (1934–39), чл. ЦК (с 1939) и Оргбюро ЦК (1938–52). Деп. и чл. През. ВС СССР в 1937–52. Урна с прахом захоронена в Кремлевской стене. Награжден 10 орденами. Прообраз ген. Львова в пов.
