В 1917 перв. секр. ЦК партии «Цеирей Цион». Представлял ее в Центр. совете сионист. орг-ций России, а затем Украины. Был одним из ред. печатного органа партии. В 1918 участвовал в работе Нац. конф. евреев Украины. В 1919–23 – в Польше. С 1923 – в Э.-И. Чл. Исполн. совета Гистадрута. Возглавлял отд. образования в Гистадруте.
