Харьковского к-та РСДРП(б) и ред. раз. «Пролетарий», выведен из их состава после выступления против «Апрельских тезисов» В.И.Ленина и призыва к объединению с меньшевиками. С июня 1917 работал в большевист. фракции Харьковской гор; думы, возглавлял гор. продовольств. управу. В первом сов. пр-ве Украины – народный секр. финансов.
