В 1891–93 – в заключении, в 1893–99 – в ссылке в Якутской обл. В 1901 был вновь арестован, в 1902 выслан в Енисейскую губ. В 1903 бежал из ссылки. С 1903 – меньшевик. Участвовал в созд. меньшевист. орг-ций в Киеве и Петербурге. Участник рев-ции 1905–07, организатор первого в России с.-д. клуба. В 1906 на 4-м съезде РСДРП избран в ЦК партии. В 1917 пред. Моск. Совета. Чл. ЦК РСДРП (меньш.). С 1920 – в РКП(б). В 1922–26 пред.
