ГУРЛЯНД Илья (Илия-Максимилиан) Яковлевич (пс. Арсений) (1868, Бердичев, Киевской губ. – не ранее 1921), публицист, государственный деятель. Род. в семье нотариуса (в прошлом – полтав. раввина), получившего затем звание поч. гражданина. Учился в г-зиях Харькова и Одессы. Окончил Ярославский Демидовский лицей (1891, зол. медаль за канд. дис. о рим. праве). Был оставлен для чтения лекций по торг. и адм. праву (приват-доц., с 1901 – проф.). В 1900 в Киевском ун-те защитил дис. на соискание звания магистра, в 1902 в Петербург. унте – д-рскую дис. «Приказ великого государя тайных дел». Печататься начал еще гимназистом в 1884–85 в сатирич. изд. «Пчела», «Будильник», разл. одесских газ. Выступал с театр, и лит. рецензиями в «Новостях дня», «Одесских новостях», «Петербургской газете», в ж. «Т-р и иск-во» и др. Комедии Г., опубл. по протекции А.П.Чехова, шли в Малом т-ре. Пов.: «Каприз», «Карьера», «Особый мир», «На пороге». Публицистика Г. оставила бегло, но остроумно описанную картину нравов интеллигентной Москвы. Кн. «Характерные черты поэзии К.Р.» посв. поэзии вел. кн.Г. сделал блестящую бюрократическую карьеру, воспользовавшись покровительством ярослав. губернатора Б.В.Штюрмера, за которого, по свидетельству совр., «думал и писал». В Ярославле вышла его кн. «Идея патроната как идея внутреннего управления» (1898). Принял православие. С 1904 – чиновник особых поручений при мин-ве внутр. дел. Чл. Совета мин. внутр. дел. С апр. 1906 – один из ближайших сотр. П.А.Столыпина. В 1906–07 по негласному заказу пр-ва под пс. Н.П.Васильев написал брошюры памфлет, характера «Правда о кадетах», «Что такое трудовики|», «Вторая Дума». Руководил изд. «России», получив в этом качестве репутацию предс. «рептильной прессы».Осенью 1915 был назначен дир. Бюро печати. В 1916, когда Штюрмер стал премьером, Г. оказывается во главе всей имперской информ. службы, а также дир. Петербург, телеграф, агентства. С 1917 в Париже, издал пов. в стихах «На кресте» (1921).
