Учился в иешивах Ковны и Тельши, до 1898 изучал историю, философию и вост. языки в ун-тах Берлина, Страсбурга и Гейдельберга. С 1899 – в США. С 1900 – ред. раздела раввинистич. лит-ры в «Еврейской энциклопедии» (т. 1—12, 1901–06, идиш). В 1903–53 – проф. Талмуда в Евр. теологич. семинарии в Нью-Йорке. Один из основателей (1919—20) и первый президент (с 1929) Амер. академии иудаистики. Исследовал истоки Галахи, Аггады, лит-ру гаонов (толкователей Талмуда 6–11 вв.), публиковал древнейшие тексты священных книг со своими комментариями. Осн. труд «Легенды евреев» (написана на нем. яз., изд. на англ. яз., т. 1–7, 1909–38). From 1900 - ed. section rabbinical. literature in the "Jewish Encyclopedia" (vols. 1-12, 1901-06, Yiddish). In 1903-53 - prof. Talmud in Heb. theological. seminaries in New York. One of the founders (1919–20) and the first president (from 1929) Amer. academy of Jewish studies. He investigated the origins of Halakha, Haggadah, the literature of the Gaons (interpreters of the Talmud of the 6th – 11th centuries), published the most ancient texts of sacred books with his commentaries.
