Окончил Рижский политехн. ин-т (1898) и мед. ф-т Харьковского ун-та (1903). Чл. Коммунистич. партии с 1904. Участник дек. вооруж. восст. 1905 в Москве. В 1914 покинул Россию, а в 1917 вернулся, участник окт. переворота 1917. В годы гражд. войны на парт. работе в Туркестане. В 1921–22 на дипл. работе. В 1922–30 зав. Вост. отделом Профинтерна. С 1930 науч. сотр., зав. сектором рабочего движения Ин-та мир. х-ва и мир. политики. Чл. редколлегии ж. «Мир. х-во и мир. политика». Специалист в обл. междунар. отношений. Автор св. 50 науч. и публицистич. работ по проблемам рабочего и проф. движения в странах Вост. и Юго-Вост. Азии.
