Noam Sienna identifies this Pinhas Toledano as Pinhas b. David Toledano (c.1641-1701) in Meknas: "according to Bennaim, Pinhas b. Daniel Toledano died in Meknes in 1701 (and according to Yaacov Toledano, was born ca. 1641), and he indeed had a son named Meir. [owner of v.3 of Ven…
[owner of v.3 of Venice Levush, also in Fisher Library]. Note also that his father, Daniel b. Yosef Toledano (ca. 1606-1680), was not only a renowned rabbinic scholar (and the father-in-law of Jacob Sasportas!) but also a personal advisor of Mulay Ismail (r. 1672–1727), the sultan of Morocco who is mentioned in Pinhas' inscription. In fact, at this very time, Pinhas' father and brothers were apparently serving as ambassadors for a royal Moroccan envoy to the Netherlands, 1682-1700 (see Hirschberg, A History of the Jews in North Africa, 261-267) — in June 1698, according to the Gazette de France, Daniel and his son Moses were in the Hague, attempting to buy cannons and other weapons."
