Fabrizio Quaglia identifies this inscription as שלי שלמה מצליח יצ"ו מקאליי - more below: "The same inscription שלי שלמה מצליח יצ"ו מקאליי is atop of folio 2b in Rome, Casanatense Library, Ms. 2829 https://www.nli.org.il/en/manuscripts/NNL_ALEPH990000613570205171/NLI#$FL60173256. שלמה מצליח בקאליי corresponds to the Italian Jew Salomon (Shelomoh) Prospero Cagli, see Gustavo Sacerdote, Catalogo dei codici ebraici della Biblioteca Casanatense, in Cataloghi dei codici orientali di alcune biblioteche d’Italia, VI, Firenze, Stabilimento tipografico fiorentino, 1897, no. 117, p. 550, https://books.google.it/books?id=VzIwAAAAYAAJ&newbks=1&newbks_redir=0&printsec=frontcover&pg=PA521&dq=Catalogo+dei+codici+ebraici+della+Biblioteca+Casanatense&hl=it&redir_esc=y#v=onepage&q=%D7%9E%D7%A6%D7%9C%D7%99%D7%97&f=false. In 1594 the elder rabbi Šelomoh Maṣliaḥ of Cagli was one of the two delegates of the Italian Jewish congregation of Ancona charged to examine certifications of kašrut and other things, see Robert Bonfil, Rabbis and Jewish communities in Renaissance Italy, translated by Jonathan Chipman, Oxford, Oxford University Press, 1990, p. 172 (first edition: הרבנות באיטליה בתקופת הריניסאנס, Yerušalayim, 739 [1979], p. 113), https://books.google.it/books?id=9G1vEAAAQBAJ&pg=PA172&dq=cagli+Rabbis+and+Jewish+communities+in+Renaissance+Italy&hl=it&newbks=1&newbks_redir=0&sa=X&ved=2ahUKEwi8upnr_uz-AhUnSvEDHZlJBnwQ6AF6BAgIEAI#v=onepage&q=cagli%20Rabbis%20and%20Jewish%20communities%20in%20Renaissance%20Italy&f=false. Precisely, Professor Bonfil read his name in a פנקס קהילת אנקונה now at Los Angeles, UCLA, Ms. 779 bx. 13.1 (formerly ms. 44). His signature, dated 8 Nisan 5354, was copied here https://www.nli.org.il/en/discover/manuscripts/hebrew-manuscripts/viewerpage?vid=MANUSCRIPTS&docid=PNX_MANUSCRIPTS990001853140205171-1#$FL136022497, and he was son of the late rabbi Šabbetay (Sabato). Moreover, in my old research I read that Angelo Piattelli in his Le edizioni ebraiche del XVI secolo della Biblioteca Angelica, “Accademie e biblioteche d’Italia”, LXIX, 1991, 1, nos. 20 and 28, described two books with Hebrew owner’s note by “Šelomoh Maṣliaḥ da Cagli”. Finally, I report that Cagli is a town in the Marche region, Central Italy, but in time the place name the Cagli has become a surname still used by Italian Jews though they no longer lived in that town."
