Note that on the title page of the first printed edition of Bomberg's Masekhet Horayot it states that there were no Tosafot that they could find commenting on this tractate and so they added the Jerusalem Talmud to the volume despite the fact that they had not done that in other volumes printed prior to this one. Also note that most printed editions of Horayot are corrupt and that Bomberg's 1521 edition is considered the best text. Ehrman, Arnost Zvi. Horayot. - The format of the page is different than for other tractates. The Gemara text is on one side and the commentary on the other. You do not have Gemara text surrounded by commentary. I am assuming that is because Bomberg, as he notes on the title page, that he found no Tosafot associated with this tractate. He also added the Yerushalmi to the end of the tractate something he notes that he did NOT do on other tractates (although I think Shekalim has Yerushalmi).
