Один из рук. моск. сионистских орг-ций «Явне» и «Ховевей сфат эвер». В годы 1-й мир. войны секр. К-та по оказанию помощи евреям-беженцам. В 1917 избран секр. Моск. еврейской общины. В 1920 подвергся кратковрем. аресту. С 1921 – в Э.-И., секр. общинного совета в Тель-Авиве.
