В 1902 принял участие в работе учредит. съезда «Мизрахи» в Вильне. Участвовал в сионист. конгр., начиная со 2-го. С 1913 – в Э.-И. Один из основателей сети школ «Мизрахи» в Э.-И. Совм. с А.-И.Куком был инициатором созд. в Э.-И. ин-та Гл. раввината, разработал положение о нем. В 1936 основал кн. изд-во «Мосад га-рав Кук». В 1931–48 представитель «Мизрахи» в правлении Еврейского Агентства, был его вице-през. Выступал за сотрудничество «Мизрахи» с ревизионист. движением. В 1948–51 – мин. религий и мин. по делам жертв войны. Деп. Кнессета 1-го созыва. Автор кн. по вопросам еврейского законодательства и еврейской философии.
