В 1904 один из учредителей компании «Геула», созданной для продажи в частное владение земель в Э.-И. С кон. 1905 в Э.-И., возглавил «Ассоциацию виноторговцев», имевшую винные погреба в Ришон-Ле-Ционе и Зихрон-Яа’кове. Во время 1-й мир. войны отправился в Александрию для орг-ции помощи беженцам из Э.-И. и евреям, оставшимся в стране, поддерживал движение за созд. Евр. легиона в составе брит. армии.
