Армии зам. военного комиссара бригады, принимал участие в борьбе с эпидемией тифа в Киеве. С 1923 в Москве, ассистент кафедр соц. гигиены 2-го МГУ и 1-го МГУ (1925–30). С 1931 и до конца жизни зав. кафедрой соц. гигиены и орг-ции здравоохранения 2-го Моск. мед. ин-та (с 1935 проф.) и одноврем. (1944–48) зав. кафедрой истории медицины. Наряду с пед. деятельностью постоянно работал рук. отд. и консультантом в н.-и. ин-тах и органах здравоохранения по проблемам соц. гигиены и сан. статистики. В 1944–50 зам. пред. (с 1958 пред.) Центр, санитарно-статистич. комиссии Минздрава СССР.Науч. тр. Б. посв. различным аспектам теории и орг-ции здравоохранения, сан. статистики и истории медицины. Разработал ряд методов демографич. иссл., в т. ч. т. н. анамнестический метод, методологич. основы статистики мигрирующих масс, методики определения больничной смертности; обосновал принципы применения выборочного метода при изучении заболеваемости населения; предложил новую систему активного патронажа грудных детей.
